I'm thinking of buying propecia (the baldness drug). It may be too
expensive for my budget if I purchase it in the U.S. Is there any
other country I can buy it from where it would be cheaper? I've heard
of people crossing the border to Canada to get some perscriptions
filled, but it sounded like it was both illegal and unusual. I've also
heard that India used to not have patent laws, making their drugs much
cheaper. Maybe there are still some countries with that situation.

As my collegue TL Spiegel has noted bellow, purchasing a drug online
is legal for US citizens as long as:
(1) It is an "over the counter" medicine, or:
(2) You have a valid prescription for a prescription medicine. 

Froogle.com is, as always, a very good source to look up for bargains.
In your case, I typed on "propecia", and got the following results:

The Viagra Store offers a generic version of propecia, in extremely
comfortable pricing:

they sell a 90-pills-pack, good for 3 month usage, not 28 pills like

Hi Gremlin,

I'm able to purchase prescriptions from New Zealand, Mexico, and
Canada.  All legal.  I don't travel there, I do it all via #800 phone
numbers or email.  Expenses are cheaper to the tune of 80% of what I'd
pay in the states and that includes S&H fees.  My doctor approves and
believe it or not, the meds are fresher.

There is a number of ways to save on the cost of prescription drugs.

I totally agree with meyer18-ga that to go with Canadian Pharmacies is
the best choice. My Grandpa ordered his mediciation from
http://www.canadianpharmacylink.com which is located in Canada.

If you think that site has high prices you might want to try

http://www.canadianpharmacynetwork.com because my grandma ordered from
there because they had cheaper prices than the first one.

Canada is a very safe place to purchase prescriptions.  You should
always check for a few things however, to make sure the pharmacy is
legitimate.
1.  Make sure the pharmacy lists an address, telephone number and
contact information.
2.  Pharmacy license information should be posted on the website.
3.  The online pharmacy should state that it does not ship narcotics.
4.  Check for certification - square trade, CIPA, etc.

FYI, Canadian drug regulation is as good or better than US FDA
approval.  Health Canada is more cautious since it is much less
influenced by big money donors and the type of extremists we have in
the U.S. who seek to limit government regulation over large
corporations.  Bottom line is that Canada and Europe worry more about
consumer welfare while the U.S. makes corporate welfare a priority.

Indian drugs may be more of a crap shoot, but if you purchase from
reputable Indian companies such as Ranbaxy Pharmaceuticals it should
not be a problem since they manufacture drugs that must meet FDA
approval.

I found a place that compares prescription medication prices from
various online pharmacies.  www.saveonmeds.ca  They have Propecia
there as well.
