Bankinguy-ga,

I'd be happy to help you with this one, but it would be best if you
could give me a bit more information. I can readily provide you with
links to at least five banks that (1) are on-line (2) are not based in
the United States (I'm guessing that is what you mean by "offshore")
(3) provide credit cards and/or debit cards and (4) require minimal
amount of identification and paperwork to set up.

For instance, one of the banks advertises:

---------

International debit cards...allow you to make purchases in shops,
withdraw cash from ATM's anywhere in the world. The major advantages -
these cards are not costly to run and quite versatile. Ideally suited
to be used for payroll services and membership reward.

--No references required;
--No credit check or income verification;
--Cards' transactions are not reported to credit bureaus;
--Existence and details of card account activities are not disclosed;
--Funds can be wired to the card via SWIFT or other wire transfer
facility;
--Funds can be accessed from anywhere in the world (over 500 000 ATM's
and
4,400,000 retail outlets).

 Personal Debit Card:
Notarized copy of currently valid passport or driver' license.

----------

Is that the type of bank you are looking for?

Would five links be sufficient? Do you have a preference for a
particular geographic location, or type of services offered?

Let me know a bit more detail about what you're after, so I can
provide you a focused answer.

Also, please bear in mind that I can only check on the performance and
credibility of banks in the U.S., but have no way of "fact checking"
the types of off-shore banks that you seek. You must use them at your
own risk.

Hello again Bankinguy-ga, and thanks for getting back to me.

The Bank I mentioned in my earlier comment is Baltic One, and can be
found at the following link:

http://www.offshoresimple.com/offshore_bank_accounts.htm

where you'll find the following description:

 Baltic ONE: $350  (the best)

- Using Digipass device for added security.
- Minimum ID requirements (notarized passport copy)
- A "not-so-obvious" offshore bank account
- NO monthly fees to maintain the account !
- NO bank or commercial references for the account holders !
- NO minimum balance to open the account !
- offshore bank account in the largest bank in "The Switzerland of
Northern Europe",
- the country soon to be full member of European Union.

International debit cards...allow you to make purchases in shops,
withdraw cash from ATM's anywhere in the world. The major advantages -
these cards are not costly to run and quite versatile. Ideally suited
to be used for payroll services and membership reward.

...

The links at the site will take you directly to an application page,
if you are interested

----------

At the same site, there are also links to quite a number of other
offshore banks, almost all of which offer similar services for both
personal and corporate accounts, and can issue ATM cash and/or debit
cards.  These include:

Belize Bank Account...can open your bank account in Belize, at
Provident Bank & Trust Limited.

European offshore bank account in Hungary...No need to visit the bank
in person.

SWITZERLAND
Personal or Corporate bank account with Investment account, brokerage
account...We work with an accredited lawyer in Geneva, who can
introduce customers to this exclusive bank, without the need of a
minimum deposit, which is quite high for Swiss banks.

UK: TOP bank accounts for your PERSONAL ACCOUNT at one of the
largest bank in the World...
We are accredited intermediaries to an offshore branch of this British
Bank which is one of the largest in the World and, as such, we are
able to facilitate the opening of a personal account for non-residents
of the United Kingdom...

HONG KONG: Your Corporate Bank account at HSBC in Hong Kong...One of
the largest bank in the World

and so on...there are quite a number of other links to choose from as
well.
