I can explain the messages you quote.
"Call can't be completed as dialed?"
What you have dialled does not constitute a valid number. Either the
area code or exchange code was invalid, or the number was in a range
not currently used, or was simply an individual unused number.
"Line is being checked for trouble"
The number you are calling appears to be out of order.
"The number has be temporally disconneted"
For some reason (perhaps the customer has not paid his/her bill)
telephone service to the called number is currently unavailable.
"Line is unavailabe for incoming calls"
Telephone service is really two services: incoming and outgoing
service. It is possible to arrange one of these services only at a
particular line. Telephones at taxi ranks for use by the taxi
drivers, for example, are normally incoming only. And if you have a
payphone in a public place - perhaps in a workplace - you may wish to
prevent the inconvenience of incoming calls by arranging for outgoing
service only. The telephone has a number but cannot be called, at
least by ordinary users of telephone service.
"all circuts busy"
Your called number may not be busy, but all of the circuits or
channels or whatever on part of the route between you and it are busy.
Depending on the sophistication of the telephone system in question,
it may or may not have tried other banks of circuits and other
possible routes before giving this tone.
Also ...what does a fast buzy tone mean?
In some countries, a fast-repeating single tone means "Hold on, your
call is being connected." (A different busy tone can also sometimes
mean the circuits are busy rather than the called number, as above.)
