The case you are referring to is formally known as Strong v Bellsouth,
filed in 1992 and settled in 1994; I was able to find it through a
Lexis-Nexis search.

An article in The Advocate, a newspaper in Baton Rouge, summarized the
case:

--------------------

Phone suit settled -- One million customers will receive credits
Apr 5, 1996

One million phone customers in Louisiana can get credits up to $19 if
they subscribed in 1994 to BellSouth's inside wiring maintenance plan,
which was challenged in a federal class-action lawsuit....BellSouth is
in the process of mailing out forms to 4.5 million customers in four
states. In Louisiana, customers can get up to 80 cents credit per
month for 24 months, a total of $19.20.

Plaintiffs and attorneys in Louisiana, Alabama, Tennessee and
Mississippi filed suit against BellSouth in 1992. They claimed the
wire maintenance plan was an unnecessary charge for a rarely needed
service...

The full article can be found in the "archives" section of The
Advocate's web site (for a $2 retrieval fee) at:

The article identifies the plaintiff's attorney as Rob Couhig.

A Google search on his name shows that Couhig is an attorney with the
New Orleans firm, Adams and Reese:

I was not sure if this was the correct answer to your question, so am
posting it as a comment in case it is useful.

"Charlie Beck, with the Office of the Public Counsel, which represents
consumers before the Florida Public Service Commission, said the
allegations of overbilling for repairs and services also surfaced
during a grand jury investigation of BellSouth's billing and repair
practices in the early 1990s."

Search that led to result:
"against bellsouth" "$60 million"
