If you want to know how many times he can masturbate and be *safe*,
the answer is: as many times as he likes. An article at WebMD provides
details:

If you're asking how OFTEN he can physically masturbate, the answer
is: as often as he wants to/is able. According to the same WebMD
article, masturbating twice a day each day is "more than most people
do."

Ok, so i'm a little late.

While I am not disagreeing with anything in the above answer, I do
feel it is incomplete. While it is not common, it is not unheard of
for a lot of masturbation leading to some form of sore spot(s). This
can usually be alleviated through the use of lubrication. This,
however, can be a further problem, as some of the liquids used for the
job can harm the skin after repeated use. This is mainly things such
as hair treatment products like conditioners. If itching, rashes, etc.
appear, it would be a good idea to stop using the lubricant. Safer
lubricants include KY, vaseline, and hand lotion.
