Some countries have older extradition treaties with the U.S. that list
specific "extraditable" activities or offenses. Many countries have
newer treaties with the U.S. that do not list specific offenses but
rather describe guidelines, the primary one being that if the offense
is punishable in the "requesting" country by imprisonment for more
than one year, it probably is an extraditable offense. Given this
background, I would like to determine in which countries is refusal to
pay court-ordered spousal support (not child support) in a divorce
case not an extraditable offense. |

The United States has extradition treaties with more than 100
countries (the treaties are listed in the middle of this page:
http://www4.law.cornell.edu/uscode/18/3181.notes.html). To track down
this many treaties and analyze them properly could very well take more
than a week of work. Some of the factors that need to be considered
are these:
-- Some treaties allow extradition only if the alleged offense is a
crime in the country the person would be extradited from. In such
cases, the country's laws would need to be researched. Although there
are some polyglot Researchers, most Researches can't research in more
than two languages, making research difficult at best.
-- Spousal support payments are covered by a myriad of state laws. For
all I know, failure to pay support may not even be a crime in some
states, so it would be necessary to know in which state the court
order was issued.
-- Complicating matters is that under some treaties a country can
extradite for certain offenses even if it is not required to. To
properly answer the question would require a look at how the treaty is
applied in real life.
So what I suggest you do is narrow the scope of your question: In
which state was the court order issued? What is the amount of
delinquency and for what period of time? Which countries' treaties dou
you want considered?
This is my opinion only. Although this is a question I would enjoy
researching, I don't believe I could do it without spending much, much
more time than the stated fee (which would be extremely generous for
most questions) would justify. Other Researchers may see things
differently. It's also possible someone somewhere has already
researched this issue and posted the details online, but if so I
haven't been able to find it.

Court order would be issued in Virginia. Amount of delinquency would
probably be about $500 per month, could go on indefinitely (if not
extradited). I would limit the search to countries where English is
the primary language - the UK, Australia, New Zealand, South Africa -
and those where it is widely spoken, essentially, most of western
Europe - and any others you think reasonably should be included.
