i have a friend who was born in the netherlands/holland and he lost
his birth certificate. he was born in the province of Heerjansdam. how
can he get a copy of his birth certificate..he now lives in new york

Here's an article from the Dutch Consulate that explains how to get a
copy of the birth records and who's allowed to do so.

Too bad I'm not an official answer-type person and therefore can't
collect for the answer. :)

The Dutch Embassies and Consulates abroad do not intermediate to get
certificates from the registry in the Netherlands ... Citizens living
abroad can mail in their request to the institutions listed below

For Heerjansden I think this would be Zuid-Holland, and for Dutch
