At first, this seems like one of life's imponderable mysteries, on a
par with "Why do we drive on a parkway and park on a driveway?" and
"How many licks does it take to get to the center of a Tootsie Pop?"
But, in addition to being an entertaining one-liner (and a memorable
quote from a Honda commercial), the question "Why are there interstate
highways in Hawaii?" is actually answerable.

"Why does Hawaii have interstate highways?

Any highway built under the auspices of the Federal Aid Highway Act of
1956 and funded by the federal government is called an interstate
highway, even if it doesn't cross state lines. In fact, there are many
local routes that lie entirely within a single state funded by the
Act.

Hawaii has three interstates - H1, H2, and H3 - which connect
important military facilities on the island of Oahu."

Although the word "interstate" certainly suggests a presence in more
than one state, there are other examples where an Interstate Highway
does not cross state lines, such as Interstates 17 and 19 in Arizona,
Interstate 86 in Idaho, Interstates 27 and 45 in Texas, Interstate 43
in Wisconsin, Interstate 12 in Louisiana, and Interstate 4 in Florida.
In addition, the island of Puerto Rico has three U.S. Interstate
Highways: PR-1, PR-2, and PR-3.
