Greetings Google Researchers,
I have found two domain names that I would like to own. One appears to
have done no business since the summer of 2003 and the other was
registered in 1999 but never implemented (is this cybersquatting?).
According to whois the registration of both sites will expire in
December 2003. I would rather not deal with the owners of the domains
as I am sure that in at least the case of the cybersquatter the price
will be artificially high. So my question is, do I have to wait until
these domains expire and try to register them, hoping that I am the
first and only to do so or can I declare an interest with some
regulatory authority now and then if the owners do not renew the
registration they will be reassigned to me?

The timing of your question is interesting (frustrating, perhaps, but
interesting). The service you are asking about -- the ability to
"reserve" domain names -- doesn't exist yet, as far as I know, but is
supposed to become available this month...October 2003.
It will be offered at first for .com and .net names.
I'm afraid I can't give you specifics of how to sign up,
because...there aren't (yet) any specifics to give.
You might want to consider asking this question again in a month or
so, when all the details of the service have been worked out and made
public.
Or...I can certainly point you to a site or two where you could track
announcements about the service yourself, so that you'll be among the
first to know when it becomes available.

Ok how about this. I will ask the question in a months time but mark
it just for your attention. That way you can do whatever research that
you need to do and reap the rewards of your labor by answering the
question. Just for fun if your answer does enable me to obtain one or
both of the domains that I desire I will tip you a further $10 per
site. Does that sound fair?

Your plan is certainly OK with me. You may want to think about what
to do with this current question...you can expire it, or you may want
to just leave it posted as an open and active question.
It could well be that another researcher can come up with additional
information that has eluded me, but that would meet your needs.
Your choice. But I have a feeling we'll be talking again in a month
or so.
