I need a link to the registration form for the Affiliate program for
Ebay France. This will be different from the normal Ebay Affiliate
program. You can get to the Ebay France site by going to the main ebay
site and then clicking France. I don't understand French so I am
having problems navigating this site.

I can't even imagine. Here is the affiliate program main page:

The link labelled "Inscrivez vous au programme d?affiliation eBay!"
means in English: "Sign up for the eBay affiliate program!". By
clicking it, you will be directed to the website of TradeDoubler, who
process the affiliate program applications for Ebay France:

The text below the headline "Inscription au programme d'affiliation
eBay" (=Sign-up for the eBay affiliate program) reads:

It appears that eBAy doesn?t have an affiliate program for eBAy France.

On the main affiliate program page I only found links to affiliate
programs for Canada the UK and Australia.

eBay Canada Affiliate Program
eBay Australia Affiliate Program
eBay UK Affiliate Program

I reviewed the main eBAy services page. Under tools, there is a link
to the eBAy affiliate program.

I then went to the eBAy services page from France, and checked under
tools ( Outils)  and they do not provide a link to an affiliate
program. They only provide a link for the eBay Toolbar.

I?m posting this as a comment, since this is not the answer that you
were expecting.
