In windows XP professional, with all the updates and patches, that is
part of a domain, the offline files tab under Tools > Options in
explorer is missing. There are no group policies in place and I have
administrative rights. |

first as it is not clear to me from your question.
Are you looking in Windows File Explorer (or My Computer) under the
Tools menu, at the Folder Options dialog box?
As well, in Windows File Explorer (or My Computer), under the File
menu, is there a "Make Available Offline" option?

Yes, I am looking in Windows file explorer under the Tools menu and
Folder options dialog box. There is not an option on the File menu
for make available offline. Also, there is not an option to make
available offline when I right click on a file.

So far, the only related case I can find has to do with Windows 2000
Server machines where Terminal Services have been installed; Offline
Files cannot be enabled while Terminal Services is running.
By any chance do you have Terminal Services installed on your XP Pro?
Or Remote Desktop, which is based on Terminal Services?

Please be certain that you are not running Terminal Services, or any
of the services that depend on Terminal Services, before using the
.reg fix that pinkfreud-ga has linked to above. These services include
Remote Desktop, Fast-user Switching, and Remote Assist. If you attempt
to activate Offline Files while Terminal Services is running, you will
create a conflict within the operating system.

Ok, under system propteries in the remote tab I unchecked both remote
assistance and remote desktop. In the registry, under
[HKEY_CURRENT_USER\Software\Policies\Microsoft\Windows] I did not
have a NetCache folder. I add this folder and the registry setting
and then rebooted the pc. It removed my dword value and added another
key below NetCache called NoMakeAvailableOfflineList. Neither that
one or NetCache has any values in them and I am still not able to see
the offline tab. Thanks for your time in this!

Please go to Start Menu>All Program>Administrative Tools>Services.
Scroll down and see if 'Terminal Services' is started. If so, and if
it is set to 'Manual', then this means that there is still some other
service from the list I mentioned above that is using it, and
disabling Offline Files.
Please take a look, and let me know if Terminal Services is started.
If you wish, you can set it to 'Disabled' instead of 'Manual', then
reboot. In any case, please get back to me with what you find there,

It was set to manual. I changed it to disabled and rebooted with no
results. I noticed that the service is
C:\WINDOWS\System32\svchost.exe -k netsvcs. When I look at running
services I see 4 svchost.exe running. Is there some way to actually
remove terminal services or is just unchecking those box sufficient?

If Terminal Services is not shown as being started, then that is good
enough. Unfortunately, it doesn't seem to be the solution you need!
If I come across any other possible causes, I will post another suggestion here.
