Among the codes & ciphers used between the wars, the US Diplomatic
Service had its GRAY CODE, named after the colour of the cover.

It was a 5 character code and, as there were not enough codes in the
codebook to allow word perfect transposition, some ?paraphrasing? was
usually required.

Sometimes ?close paraphrasing? would be specified, presumably to
ensure the most accurate rendition possible.

How was this achieved?

And would it not make it easier for codebreakers who were in
possession of the original plain text?

I should have said made it easier to crack ENEMY CODES if the message
were to be picked up and forwarded by the enemy in ANOTHER CODE.
