Hi birdie-ga,

Since your friend has extensive experience, he should be able to get a
good job at a better restaurant. Citysearch has lists of the best
restaurants in many different categories:
"Restaurants", Citysearch.com
http://sacramento.citysearch.com/best/results/11
Here's a link to a list of top award-winning restaurants and a search
engine by neighborhood for restaurants in the Sacramento area:
"Sacramento Restaurants", Restaurants.com
http://www.restaurant.com/sacramento.html
California's official resource for job seekers provides much useful
information about seeking employment in California:
"EDD - Job Seekers", California Employment Development Department
http://www.edd.ca.gov/eddjs.htm
Particularly appropriate to your search is the CalJOBS database.
After creating an account, you can search through listings for any
area in California:
"CalJOBS", California Employment Development Department
http://www.caljobs.ca.gov/
More particular to Sacramento is the Sacramento Bee's job listings,
which are available online:
"Jobs", The Sacramento Bee
http://www.sacbee.com/content/business/careers/

If you need more details, feel free to request clarification.
Good luck with future searches!

Hoping I was helpful,
