Hi

We are going to build a shopping mall in romania by next month.
We are going to use a leasing company called MTS Leasing Gmbh, which
we know nothing about.
We have to pay 25% of the amount in advance, which is why we want to
know if this is a financially reliable and stable company to pay such
a high amount for.
We would like to know all information about some of the large past
projects that they have financed and leased in their '16'(? please
research any proof of this) years of leasing business.
Since they have operated so long in Germany (though are in their first
few years in Romania), there must be enough proof to show that they
are reliable.
Any info that will show this will be highly appreciated.
Though please give proof from other sources that not only come from
MTS Leasing itself, because it could be made up.

Dear gerard2004,

I do not post this yet as an answer since I am not sure whether this
information, the result of several hours of research, will be useful
for you. Please have a look at what I found out:


MTS Leasing is a company that can't be traced easily. I am German, so
I was able to search using my native language; but the results were
extremely meager, in particular for a company that claims to be in
business for 16 years.

The records of the competent Commercial Register have not been made
available online yet (this is planned for late 2004), so I had to rely
on other sources.

First, this website with a report on the activities of the
German-Romanian Chamber of Commerce, published by the Palatine Chamber
of Commerce (not responisble for the town where MTS is resident)
revealed that the CEO of the company is one Dr. Theo Metzen:

Surprisingly, searching for the company's name did not lead me
anywhere. So I tried the address and the CEO's name instead. This
produced some interesting results:

Under the name "Metzen und Partner Consultants GmbH", an Ebay seller
with exactly the same address offers lots of seafood.

Their phone number provided there (06173-800933) is actually the same
MTS uses; the "33" at the end is not part of the subscriber number,
but the internal direct dial. The actual subscriber number is
06173-8009. Their e-mail address used at Ebay is metzenpartner@gmx.de.

I had a look at their website:

"Metzen und Partner Consultans [sic!]" seem to be predominantly active
as importers and resellers of fish etc. from Eastern Europe. They make
some extremely vague statements on business activities and manager
seminars in other countries, but they avoid saying anything specific
about their projects and fields of activity. They say that the company
exists since 1988 - so that would be the 16 years! But there is no
real enlightenment on what they exactly did in those 16 years.

"Mentzen und Partner Consultants" also explains why their e-mail
adress is "mpc.kronberg@t-online.de", without even mentioning MTS.

The telephone directory and the yellow pages only know Mentzen &
Partner, resp. Dr. Theo Mentzen. MTS is not listed anywhere in those
directories. It may be interesting to know that Dr. Mentzen seems also
to live at the same address, though he has a different private phone
number. It is, in my opinion, rather unusual for CEOs of important
consulting and leasing companies to live in their company
headquarters. In the directory listings, Mentzen & Partner has exactly
the same phone number as MTS, (06173)8009-0. Their Fax number is
listed as (06173)8009-55 (+49-6173-8009-55 when calling from abroad).

As you might see, MTS Leasing alias Mentzen & Partner Consultants are
a company that is a bit on the obscure side. I may be wrong, but I
find those circumstances rather odd.

Gerard,

Are you aware that Dun and Bradstreet has a report on MTS Leasing for
their German offices?

I have not seen the report itself, as it costs over $300 to download,
but these are designed to give potential customers like yourself some
good background information on unfamiliar companies, and are often
quite comprehensive.

I wanted to know if you have considered this option, and if so,
whether you are looking for results that go beyond what you found in
the Dun and Bradstreet report?

However, I am trying to find any info about their past projects- which
there should be for a company who has been doing leasing for so many
years now...

Hello again Gerard,

I wanted to let you know that I've conducted a pretty thorough search
of both English language and German language news sources (newspapers,
business magazines, press releases, newsletters, and so on), and have
not found any information on MTS Leasing beyond what has been
reported.  They have a small presence on the web, and have
participated in at least one international conference, but I could
find no mention at all of specific projects they have been involved
in.

It appears that my colleague scriptor-ga has had much the same experience.

At this point, perhaps you can advise us on how you would like us to proceed?  

One thought that occured to me is the possibility of making use of the
resources of the Department of Commerce in the US (if that is where
you are based).  The Department's marketing guide for Romania offers
the following advice and services:

Agents and distributors can contribute to a U.S. company's success on
the Romanian market. Well-qualified candidates for employment exist in
Romania. Romanian specialists are educated, have a good understanding

and Gold Key Service, can help new-to-market U.S. companies find

information on the reputation, reliability, and financial status of a
prospective trading partner.
