I ordered a new license plate when mine came up for renewal w/ special
wording. They sent it out to me but did not give me any info about
returning the old one. When I lived in another state they requested
you turn in all old plates w/in 10 days. I could not find out if NC
requires me to turn it in (if so to where) or whether I was supposed
to recycle it or what. I did search the NC DMV site but couldn't find
the answer there. Thanks.

I just moved to NC from Boston and I was on the DMV website a few
weeks back. This is what I found under the section "MOVING".

Return the plate to the DMV Vehicle Registration Section, Mail and
Distribution Unit, 3148 Mail Service Center, 1100 New Bern Avenue,
Raleigh, N.C. 27699-3148. If the vehicle is registered in another
state make sure you indicate that. If the plate has not expired, the
owner should ask for a receipt. Contact the Vehicle Registration
Section at (919) 715-7000, and a printout of your receipt will be
mailed to you at no fee. You can also obtain a printout at your local
license plate office or tag agent office.

ALso, under the section "vehicle services" it states that if you are
not transferring the plate to another vehicle, the plate needs to be
turned in at your local Vehicle & License Plate Renewal Office. They
have not specified any time or penalty but not doing so but I would
say, better safe then sorry.
