This in from AZCENTRAL.COM, dated just today, January 2, 2004 leads us
to believe that the government will make the totalization issue a
priority in the upcoming legislative session:

interview that one of the first five bills he plans to introduce on
the opening day of the new session will be a resolution of disapproval
of a "totalization" agreement signed June 29.?

Officially, however, there are no more recent statements than the one
shown below, which indicates that nothing more is expected until
Autumn 2005:

?Commissioner Barnhart and Dr. Santiago Levy Algazi, Director General
of the Mexican Social Security Institute, signed a U.S.-Mexican Social
Security agreement at a ceremony held in Guadalajara, Mexico, on June
29, 2004. The agreement, which must be submitted to the U.S. Congress
and the Mexican Senate for review, is not expected to enter into force
before autumn 2005.?
