CNN.
For the year 2004, CNN ranked 19th among cable networks in terms of
average total viewers. The Weather Channel didn't even crack the top
25.

Once in a while when there's a hurricane or some other dramatic
weather condition, The Weather Channel gets a spike in viewership and
scores big ratings.
For example...
"During its coverage of Hurricane Frances, The Weather Channel
achieved its highest-rated week (M-S) in TWC recorded history with a
Total Day (5a-2a) average HH rating of 1.021. For the week, TWC made
the lists of Top Ten Basic Cable Ad-Supported Networks in Prime Time,
Total Day, and Total Day Among A18-49."

To reiterate, though, for the whole year of 2004, The Weather Channel
did not rank among the top 25 cable networks in viewership while CNN
took 19th place.
