What is the percentage of sunshine, on average, each state or major
city receives(preferably in chart form)?

I can point you to a table that provides the percentage of annual
sunshine for a major city in each of the fifty States. This data is
not available in chart form.

Please let me know via the clarification feature if my findings would
serve your purpose and I will gladly post them as the official answer
to your question.

I finally located an excellent map that illustrates the mean
percentage of possible sunshine annually.

The following figures are annual percentages of possible sunshine for
each of the 50 states.  Scientists keep records of daily sunshine. At
weather stations throughout the country, the percentage of possible
sunshine is calculated monthly and then averaged annually.
