I've just moved into a beautiful apartment.  So peaceful.  UNTIL: 
Bass music coming through the walls.  Yikes!  The neighbors were kind,
and lowered the volume.  However,  it is still there, and it is
annoying.  Also, I hear their arguments. I want peace.  I do not want
to hear ANY of their music.  Also, I do not want to hear any of their
arguements.  My question:  How can I totally get rid of the bass
music coming through my walls?  I figured that if I can eliminate the
bass music, then the sounds of their fights will also be eliminated. 
I want only information on the walls between our apartments.  Also,
how much would this project cost?  Where would I get the materials in PA?
Help!  My nerves are frazzled!  It's a shame, because this is
otherwise a nice apartment, as well as a nice community.  Thank you.

It will be much easier to eliminate the arguments and other
higher-frequency noises (inclding voices) than it wil for the bass
notes.  Low frequency noises propagate via a different mechansm and
will travel much further through an apartment despite pretty good
soundproofing.

What I did, was to take a copy of my work schedule over to my
neighbors apartment. I spoke to them in person, both were home. I
stated their agguements and loud music bothered me, but in the
interest of being a "good neighbor" I was coming to them first, before
taking any *other* action. I asked them to please confine their
arguements and loud music to the hours I was not home.

Keep a log of the noise, in case that doesn't work.
