Dear Cocoa, 

After comprehensive research, let me first disappoint you by saying
that no language school or university in the region teach the
language. However, I've found a couple of other possibilities.

I've found four people from the Bay Area willing to teach Mongolian in
exchage for English (or other languages) at Language Exchange:

You have to be a registered member in order to see these people's
details and to contact them.

The San Francisco Mongolian Meetup Group is another source for people
who seek to practice or learn the Mongolian language in the Bay Area,
and for Mongolian speakers to meet (which means that an email to the
head of this group might yield good results)

The American Center For Mongolian Studies has a listing of member
academic institutions. However, surprisingly, none of them are in
California!
