I am looking for an eyeglass case,that attaches to the belt
perpendicularly----with an open top.Needed for a pair of large
glasses.

This was a challenging hunt. I've found three products for you to
consider:

"Spare Pocket: Hangs from your belt and holds pen, glasses or
notebook."

Since open-top cases for eyeglasses are rather rare, thinking "outside
the box" proved helpful. There are small pouches, caddies, and
holsters designed for other purposes that may suit your purpose
perfectly. One interesting possibility that I found is a product for
holding nailgun strips. The dimensions are not listed, but this looks
to me as if it is an appropriate size for eyeglasses:

"Nail Strip Holster: A low cost clip-on nylon holster for gun nail
strips. Attaches to belts, bags, etc. with a sturdy spring steel
clip."

You may also want to consider products that are marketed as cell phone
holders, mini flashlight holders, notepad holders, and other
containers for objects that are of similar size to your eyeglasses.
Most of the products of this kind that I have seen were closed at the
top to prevent the object from falling out, but I have seen open-top
cell phone holders in use by security guards, so the product certainly
exists. I could not find an online source; a brick-and-mortar law
enforcement supply store might be a good place to find this sort of
thing.
