The FEMA Director is a Presidential appointment at a level known as Executive Level III, which earns a salary (in 2004) of $145,600. You can read a bit about federal positions throughout government in the Plum Book: http://www.gpoaccess.gov/plumbook/2004/index.html which periodically provides details on all the senior level positions in the federal executive (and a bit of the legislative) branches. The FEMA Director's position is described in the chapter on the Department of Homeland Security, and the salaries are discussed in Appendix 4 of the report.
