Question ID: 587552
I am a program producer for a large think tank dedicated to improving
government, specifically law enforcement. I must research topics,
network with key officials and secure speakers for training events
that will help our local law enforcemnt officers. I am producing an
upcoming conference on the drug epidemic "meth" (speed, crank, etc.).
I need to contact law enforcement personel from all over the country
at a Federal, State and Local level. I need to contact a wide variety
of LE officals so I can hear many different opinions on solutions and
ideas of how to deal with America's Meth problem. What I need: 5,000
(ideally) email contacts (phone numbers if there is no email contact
OR BOTH IDEALLY) of law enforcemnt personell who SPECIFICALLY deal
with drug problems (narcotics, drug enforcemnet, some agencies have
specific Meth offices). Included in this list should be DEA, FBI,
office of drug control policy, ect(perhaps start at the DOJ homepage
and look for links). All contacts must be law enforcemnt contacts, not
social policy or civilian government. I am not sure how reasonable it
is to get all these contacts. I would pay for anything over 1000, but
would prefer closer to 5,000. The email addresses can be put into an
Excel sheet (prefered) or cut and pasted onto a Word document. These
are all public officals, so their emails are obtainable, but often
difficult to locate. I am assuming you will be able to find huge list
of these emails and knock off groups of 100's at a time.
PS- Price is negotiable, let me know what you think is reasonable!

artimis-ga,

tutuzdad's comment (below) is correct in that the lists you are
looking for would be tightly held in order to protect the
confidentiality of the law enforcement officials involved.

However, it is almost certainly the case that such lists DO exist, as
the community dealing with meth needs to communicate with one another
for numerous reasons -- coordination, training, information
dissemination, etc.

Probably, the best we can offer would be to put you in touch with a
small number of government and non-governmental organizations that are
likely to have such a distribution list in place.

You could then have conversations with them about either obtaining the
list (unlikely, I would think) or having them distribute information
about your meetings (more likely).

One such possible group would be:

http://www.natlnarc.org/
National Narcotic Officers? Associations Coalition

who could, perhaps, put a notice of your training in their newsletter,
or otherwise reach out to their membership with a specialty in meth.

Let me know your thoughts on this.

Good comment by both, thank you. I have identified and contacted about
25 agencies dealing with Meth use/Narcotics. Relatively easy search. I
am aware of all the other experts out there; they are easy to find. I
am looking for personal contacts of LE officers who deal in narcotics,
or contacts to their department (i.e. Lubbock county Alabama Sheriff,
narcotics division). I know this is a hard search- that's why I am
willing to pay for it. To summarize: Let's work out a dollar amount
for name AND email AND phone number of X amount of contacts. What do
you think is reasonale.

PS- this information is going to be turned into a training and
networking event for police. So, I want to contact officers who are
knowledgable AND who might want to attend the event to learn more
about the problem. Thanks.

PS- good link that you gave. I had contacted that agency previously.

artimis-ga,

It's possible to pull out contact information one department at a
time. But this is a time-consuming endeavor, and there are many ways
to target the information.

First off, do you want exclusively emails? Or is phone information
also worthwhile?

Secondly, do you want a strict focus on narcotics? Or are links to
high-ranking officers with more general responsibilities also of use
to you?

Also, what sort of format (text list, spreadsheet, etc) works best for your needs?

For instance, here's what I found on in terms of the LAPD contacts:

============================

To be honest, I couldn't see extracting full information for more than
three of four stations at the current price you've offered, although a
single large station can certainly return a fair number of names and
contact information.

So....let me have some feedback on what you'd like, and what you think
a fair price would be, and your thoughts on how to proceed, and I'll
see what I can do.

Wow, quick work of that.
Couple of points:
1. Only Narc/Meth contacts. I have plenty of high ranking officials
that I am in contact with. It is tedious to call them all and get
emails of Narcs.
2. Email over Phone number, but phone of no email.
3. Big cities typically don't have major meth problems. This is a
poor/country/whiteman's drug, so the contacts will be easier to find
in the midwest SPECIFICALLY
TX,OK,KS,NE,SD,ND,LA,AR,MO,IA,MN,WI,IL,TN,MS,AL,KY,IN,OH BUT also
California (biggest meth labs found to date- most users) NY and east
coast state BELOW PA. Focus on the midwest and CA.
4. Large PD's like LAPD are a NIGHTMARE in terms of finding the right
contact info. Smaller departments are much more "giving: in terms of
getting emails ect. I will gladly pay $50 for 1,000 targeted conatcts
in EXCEL with name, organization, email and phone. Let me know what
you think!
You can also check http://www.statelocalgov.net/ for a list of all
county AND city websites accross the US.

artimis-ga,

Thanks for the feedback. I can't see a way to generate a large list
without a major amount of work, far in excess of what $50 can justify.

Perhaps another researcher will come up with a more efficient approach, though.

Best of luck.

Personally, I believe you may be somewhat jaded about ?who?s who? in
the war on drugs. Being a member of law enforcement myself I can tell
you that many of the ?experts? whose input is considered highly
regarded in the law enforcement world, are not law enforcement
officials themselves. These experts come from all walks of life
including chemists, forensic specialists, medical specialists of all
kinds, sociologists, and psychologists just to name a few.

Secondly, the member of law enforcement who are directly involved in
the eradication of Methamphetamine do not, as a rule, publish their
contact information for security reasons. I known of more instances
than I can recall in which ?bounties? were offered in exchange for
such information so great care is taken to protect the identity of
many officials in this field.

Finally, I think it would be difficult (for the same reasons) to find
personal contact information for ANY 5000 police officials, regardless
of their specializations. Typically officers are extremely protective
of their contact information and addresses (both email and postal) so
at best a researcher would only be able to find general contact
information that may or may not lead directly to each individual.

Having said that, in my opinion your request for a list of 5000 names
with contact information is probably not a reasonable expectation at
any price.
