On what day following the 9/11 attacks did President Bush suggest that
Americans "go shopping," and what was the full text of that quote and
where did he say it?

There is no information that shows George Bush used the words ?go
shopping?. Journalists and commentators have interpreted that this is
what he implied in a speech given in Chicago on 27 September 2001.
However, the following day Tony Blair, Prime Minster of the United
Kingdom, did specifically ask people to go shopping.

Airport [[...] When they struck, they wanted to create an atmosphere
of fear.  And one of the great goals of this nation's war is to
restore public confidence in the airline industry.  It's to tell the
traveling public:  Get on board. Do your business around the country. 
Fly and enjoy America's great destination spots.  Get down to Disney
World in Florida.  Take your families and enjoy life, the way we want
it to be enjoyed.?

As for Tony Blair, this appeared in the Daily Telegraph (London), Sept 28, 2001 
"TONY BLAIR asked people to go shopping and take holidays to prevent
the economy going into recession yesterday after the terrorist attacks
in the United States. He used a Downing Street press conference to
appeal for a return to everyday life and to play down concerns that
terrorists could be preparing to attack Britain with chemical or
biological weapons.
His comments were echoed by President Bush, who urged Americans to
"get on the airlines, get about the business of America". "

"People in this country ask what should they do at a time like this.
The answer is that they should go about their daily lives: to work, to
live, to travel and to shop - to do things in the same way as they did
before September 11." He promised that the Government would be
vigilant against terrorist threats.
