This is possible using a form created in MS Word, and is a solution
I've seen typically used for company stationary soft copies.

For Word 2003 (possibly applicable to other versions as well AFAIK):
Open a blank document, insert the pictures at the required locations
and position/size them as appropriate.

Then go to View->Toolsbars->Forms

Now, the first element on the new toolbar is a 'Text Form Field', and
can be used to enter nearly unlimited text. Click on this, and
designate a location on the Word document by clicking on the
(beginning of the) space where you intend text to be entered.
There are other elements on the toolbar as well that you can use that
will be editable by other users. Once done with the form, go to

Tools->Protect Document

A dialog will open on the left where item 2. reads "Allow only this
type of editing in the document:"
Choose the 'Filling in Forms' from the drop-down after checking item 2.
Then hit the button reading 'Yes, Start Enforcing Protection' on item 3.

You will be prompted for a password (which you can ignore, which means
users can then simply go through

Tools->Unprotect Document

and be able to edit the inserted pictures as well). Adding a password
will keep this ability out of their reach.
A more comprehensive guide to forms is available at:
http://office.microsoft.com/en-us/assistance/HP052302701033.aspx

Note that headers and footers are also locations where you company
logo/pictures can be placed for effective viewing on stationary. A
View->Header and Footer will bring up the regions on the document
where you can paste logos or simply type in appropriate text.

it is simple..
do the following

select the image, right click and choose format picture
form that select any wrapping style in the layout tab strip.
then click [Advanced] button
from that select picture position tab strip
here u have the solution..i.e choose Lock anchor and allow overlap
option, neglect the move object with text option..
then [ok] for all.
u get that soultion...
