I have heard rumors that a bill failed or is currently in Virginia
Commonwealth legislature that proposes raising the minimum age for a
learner's permit from 15 and a half to 16, and the minimum age for a
drivers license from 16 and three months to 17. Does (did) such a bill
exist? If so, what is the bill number?

Howdy pcbene-ga,

It is hard (impossible) to prove a negative, but I have found no evidence
at all that Virginia has considered a change as described to Virginia Code
§ 46.2-335, which covers learner's permits.

The changes that raised the ages to the current limits were just put into
place in 2001, so it would be surprising, at least to me, if such a change
were proposed.
