Actually, there is no named phobia for "breaking the law", per se that
I know of. The fear of commiting crimes (or being CAUGHT breaking the
law) however is essentially the fear of punishment, or ?poinephobia?.
While phobias are, by definition, a mental disorder that includes
unreasonable and irrational fears, it might be argued that most
reasonable people are intentionally conditioned by society to suffer
from poinephobia to a much lesser degree. We all freak out when we see
the police in our rear-view mirror even though we are not speeding.
This is unreasonable and perhaps even irrational so it could
potentially be argued that we all, to some minor extent, suffer from
poinephobia, or the fear of being punished for breaking the law.

Guilt??? Though that usually comes after committing a crime.

There is Peccatophobia, as below, and there is also hamatophobia which
is the fear of error or sin.
