I am interested in a list of graduate school programs (i.e.
post-bachelor's) that meet the following criteria:

 * The graduate programs are not located in the United States (i.e.
they may be located anywhere in the world, just not in the U.S.)
 * English is used as the primary language for teaching
 * Language skills (other than English) are NOT a requirement for
admission
 * The programs have preferably achieved some degree of academic
notoriety (i.e. they should not just be known by the local
inhabitants)
 * The programs relate to one or more of the following disciplines:
sociology, economics, economic development, anthropology,
international relations, political science. (interdisciplinary
programs that stretch across some or all of these social sciences are
prefered)

Such a list would be much appreciated! Thanks in advance.

Note: The listed programs may be graduate-level study abroad programs
hosted by American universities OR universities that are based abroad.
An ideal answer would include both.

Hi Raga,

Thanks for your interesting question. How many programs were you
looking for? Pretty much every graduate program in the UK, for
example, would qualify, for example.

Hi gwagner,

Thanks - yes, this needs elaboration. I'm looking for at least 40 or
50 programs from which I can narrow down on my own. My difficulty at
present is not knowing which programs in other countries are
considered excellent in the social science fields I mentioned (i.e.
point 4 from the original question; I should emphasize this point).
Given your most appropriate follow-up question, let me elaborate.
Preferably the list would contain at least:

 * 5 to 10 places in the UK that are well-respected in these fields
 * a handful (e.g. 4 or 5) of programs in Canada
 * 10 or so programs elsewhere in Europe (Western and/or Eastern)
 * a handful of programs in Africa
 * a handful of programs in South America
 * a handful of programs in India and/or Nepal

No need to consider other countries that are not in the above list
(e.g. Australia, Costa Rica, etc.).

Many thanks,
Raga

Europe
======
As you could imagine, there is no central listing of top European
universities. My colleague Rainbow-GA accumulated a list of reputable
universities in the Former -USSR Republics that offer programmes in
Social Sciences (Top 10 Universities in Former Soviet Union/NIS
EXCLUDING RUSSIA http://answers.google.com/answers/threadview?id=242553).
Here's a selection:

Ireland is English. Ranking:

Latin America
=============
Both in Africa and Latin America, there are very few universities that
are world renown, and even less that has an English language programme
in the area you chose. Many American universities offer programmes in
South America, but not degree programmes.

University of Sao Paulo - which is one of the best universities in
America (according to http://ed.sjtu.edu.cn/rank/rank-America.mht),
offer an International Cooperation programme in Economics:

Ranking of the best universities in the world -
http://ed.sjtu.edu.cn/ranking.htm (seriously biased in ranking against
Social Sciences, since they count Nobel Prizes, which don't exist in
most social sciences, but still a good source).

I hope that answered your question. Search terms I've used (please
note, that when a certain country's name appears, it doesn’t mean that
I didn't search for other countries with the same method):
[Suffix country's name - see in the site
http://www.phonebookoftheworld.com/world/world.htm] and ["degrees in
English" English] as in: Argentina:

[Suffix country's name - see in the site

instruction" English] as in Argentina
<://www.google.com/search?hl=en&ie=UTF-8&oe=UTF-8&q=site%3Aar+%22language+of+instruction%22+english>

"Best universities" "Latin OR south America"
"Best universities" "India OR Nepal"
"South Africa" ranking university

related:www.upeace.org/ (and other searches for sites related to UN
and European universities)

Argentina "language of instruction" English

Europe "graduate programs in English"

Great answer! BTW, Guardian rankings were from 2002. 2003 rankings
are available and are a bit different, but all of the info you
provided served as great leads. Thanks.
