I will be in Long Island (Islandia, Hauppauge, Islip, Ronkonkoma area)
from October 28th initially on a visa waiver programme i.e. with
tourist status and without a social security number. I will have a
social security number and visa from January onwards.

I need the use of a car immediately and need to find out what the best
way is of doing this: i.e. buying a used car or leasing a car.

I would like to get a list of leasing agencies in the area and their
related prices for the rental of a small car with a driver who has no
SSN and a foreign drivers license (Irish).

I would also like information on how I could buy a car. Is this
possible without an SSN? What documents do I need? What reputable
dealers are in the area? What is the average cost of a car and
insurance?

Hi odrisca3,

First of all just to confirm, you do not need a New York driver's
license, your Irish license will be fine and in fact, the NY
Department of Motor Vehicles recommends against getting a NY license
(although you could if you wanted to).

NY DRIVER'S LICENSE

Drivers From Other Nations
"A valid driver license from another country is also valid in NYS. You
do not need to apply for a NYS driver license unless you become a
resident of NYS.
According to NYS law, a resident of another country can get a NYS
driver license. The DMV does not recommend this because:
 * NYS recognizes your foreign driver license if you remain a resident
of the nation that issued the license. You do not need to have a NYS
driver license to drive in NYS unless you become a resident of NYS.
 * If you have a driver license from any nation except Canada, you
must pass a written test, complete a 5-hour pre-licensing course and
pass a road test to qualify for a NYS driver license. See "New Drivers
- How to Apply".
 * You must show a Social Security Card. If you are not eligible for a
Social Security Card, you must provide a letter or form SSA-L676 from
the US Social Security Administration (SSA) that states that you are
not eligible. The SSA Letter or form must have been issued no more
than 30 days before the date of your application. You must also show
the Immigration and Naturalization Service (INS) documents that the
SSA used to determine that you are not eligible for a Social Security
Card.  Read the specific requirements on the identification
requirements page.
 * When you receive your NYS driver license, you must surrender your
foreign driver license to the DMV road test examiner. The local DMV
office keeps your foreign driver license, and then destroys the
license after 60 days. If you plan to return to your home country and
use your foreign driver license, ask the road test examiner how to
make sure that your foreign driver license is not destroyed. If you
need to get your foreign driver license, go to the local DMV office
where you applied for your NYS driver license."

It would be better to rent a car (at least for the first month or two
while you get yourself situated in NY), for the reasons listed on
Fordham University's website, and in addition the fact that you would
need a NY driver's license to buy insurance if you bought a car.

Registering Your Vehicle:   
"If you choose to register the car by yourself, you must do so by the
end of the month in which you purchased car insurance.  The DMV will
require proof of car insurance, the bill of sale, proof of payment of
sales tax and the certificate of ownership (the ?title?). 
Registration costs about $70.  You may also have to pay an additional
fee for a New York title.  You must also pay New York sales tax if you
have not already paid it on either the price you paid for the car or
the ?NADA? trade-in value of your vehicle (whichever is greater)."
Inspection:   
"Finally, you must have your car inspected within 10 days of
registering it.  Certain gas stations can inspect your car for the
required safety features.  The insurance agent can give you a list of
garages which will inspect your car.  Inspection costs about $19.
Remember, many car expenses will be annual expenses.   Each year you
will have to insure your car, have your car inspected, and possibly
pay an ?excise tax? on the value of your car.  The town in which you
keep your car will notify you of the amount of excise tax you owe each
year."

In order to buy a car, you will need insurance and in order to get
insurance, you will need a NY driver's license (SSN is not required
for a license but an SSN letter of denial is).  Following is a pretty

That all said, I believe the best thing for you to do would be to
contact Ace Rent-a-Car at the Dublin airport. They will be able to
coordinate renting a vehicle with their office in Islip. They will
take care of everything and get you a car for about $800 for your
first month.  This will give you time to shop for a car to lease,
which will cost less than a montly rental.

Hi Anna,

I'm just on my way out the door so I'm sorry to say that my reply will
have to wait until this evening.  I'm sure I read about the
license/insurance somewhere but off the top of my head, I don't know
where. Perhaps it pertains to the state of NY and that is why it would
differ from the previous GA question you referred to (that one was
about the state of Georgia, I believe).  Anyway, I'll be back in touch
as soon as I can.

See "Insurance Company Information", all but AMICA and AIG list
requiring a DL (but AIG requires an SSN instead) which seems to
contradict the above statement.  I think it is safe to say that most
insurance companies will require a NY DL but you may be able to find a
couple who don't (however, if not a DL, then they will probably
require an SSN).

Anna, I don't think you should rush into buying a car.  Rent a car for
a month or two, this will give you time to learn the "lay of the
land", get some recommendations from the locals on which car dealers
to trust, and shop around for the "best buy" (for both the car and
insurance).
