Hi odrisca3,
First of all just to confirm, you do not need a New York driver's
license, your Irish license will be fine and in fact, the NY
Department of Motor Vehicles recommends against getting a NY license
(although you could if you wanted to).
NY DRIVER'S LICENSE
Drivers From Other Nations
"A valid driver license from another country is also valid in NYS. You
do not need to apply for a NYS driver license unless you become a
resident of NYS.
According to NYS law, a resident of another country can get a NYS
driver license. The DMV does not recommend this because:
* NYS recognizes your foreign driver license if you remain a resident
of the nation that issued the license. You do not need to have a NYS
driver license to drive in NYS unless you become a resident of NYS.
* If you have a driver license from any nation except Canada, you
must pass a written test, complete a 5-hour pre-licensing course and
pass a road test to qualify for a NYS driver license. See "New Drivers
- How to Apply".
* You must show a Social Security Card. If you are not eligible for a
Social Security Card, you must provide a letter or form SSA-L676 from
the US Social Security Administration (SSA) that states that you are
not eligible. The SSA Letter or form must have been issued no more
than 30 days before the date of your application. You must also show
the Immigration and Naturalization Service (INS) documents that the
SSA used to determine that you are not eligible for a Social Security
Card. Read the specific requirements on the identification
requirements page.
* When you receive your NYS driver license, you must surrender your
foreign driver license to the DMV road test examiner. The local DMV
office keeps your foreign driver license, and then destroys the
license after 60 days. If you plan to return to your home country and
use your foreign driver license, ask the road test examiner how to
make sure that your foreign driver license is not destroyed. If you
need to get your foreign driver license, go to the local DMV office
where you applied for your NYS driver license."

1) I need the use of a car immediately and need to find out what the
best way is of doing this: i.e. buying a used car or leasing a car.
It would be better to rent a car (at least for the first month or two
while you get yourself situated in NY), for the reasons listed on
Fordham University's website, and in addition the fact that you would
need a NY driver's license to buy insurance if you bought a car.
Office of International Relations
Buying a Car
Owning a car in NY is expensive.
"Car-related expenses can far exceed the price you actually pay for
the car. If you buy a car, you will have to purchase car insurance,
register your car in NY, and have your car inspected. Before buying a
used car, have a mechanic examine the car. Be sure the car you want
to buy has a ?title? (certificate of ownership). To legally transfer
ownership of the car over to you, the previous owner must sign the
title and give it to you."
Insurance:
"NY law requires that all cars have insurance. Therefore, you will
need to purchase car insurance. The price of car insurance is
influenced by many factors including the age of your car, how many
years you have been driving, your place of residence, and the type of
coverage requested. The average annual cost of insuring a car in NY
ranges from $800 to $1,500 per year or higher..."
Registering Your Vehicle:
"If you choose to register the car by yourself, you must do so by the
end of the month in which you purchased car insurance. The DMV will
require proof of car insurance, the bill of sale, proof of payment of
sales tax and the certificate of ownership (the ?title?).
Registration costs about $70. You may also have to pay an additional
fee for a New York title. You must also pay New York sales tax if you
have not already paid it on either the price you paid for the car or
the ?NADA? trade-in value of your vehicle (whichever is greater)."
Inspection:
"Finally, you must have your car inspected within 10 days of
registering it. Certain gas stations can inspect your car for the
required safety features. The insurance agent can give you a list of
garages which will inspect your car. Inspection costs about $19.
Remember, many car expenses will be annual expenses. Each year you
will have to insure your car, have your car inspected, and possibly
pay an ?excise tax? on the value of your car. The town in which you
keep your car will notify you of the amount of excise tax you owe each
year."

The Better Business Bureau
Buying or Leasing a Car
What is leasing?
How are lease payments determined?
What kinds of leases are there?
Is leasing right for you?
Something to consider when acquiring a new car is how much each mile
will cost you for the life of your car. If you would be satisfied with
the same car for 10 years and 200,000 miles, then owning the car would
make sense because your cost per mile would be very low. However, most
people do not keep a purchased car for that long, or get that kind of
usage out of it. A lease agreement could be desirable for people who
meet several of the following conditions:
1. Drive less than 12,000 miles per year.
Remember that your lease probably has a cap of 12,000-18,000 miles
per year, and that excess mileage might make ownership a less
expensive option.

2) I would like to get a list of leasing agencies in the area and
their related prices for the rental of a small car with a driver who
has no SSN and a foreign drivers license (Irish).
Following are estimates for renting a car for 1 month but it's hard
for me to give you more accurate quotes as there are too many
variables. On the face of it, Enterprise sounds good compared to the
others.

Tips for Renting a Car
http://www.immihelp.com/newcomer/rentcar.html
Renting a Car
"For occasional weekend excursions and trips outside the New York City
area you may want to consider renting a car. Car rental agencies are
listed in the yellow pages under ?Automobile Renting and Leasing?.
You will need a driver?s license and a major credit card. In
addition, some companies require the driver to be over 25 years of
age. Prices vary between companies. Some companies charge only a
daily fee while others charge per day and for each mile driven."

4) I would also like information on how I could buy a car. Is this
possible without an SSN? What documents do I need? What reputable
dealers are in the area? What is the average cost of a car and
insurance?
In order to buy a car, you will need insurance and in order to get
insurance, you will need a NY driver's license (SSN is not required
for a license but an SSN letter of denial is). Following is a pretty
good presentation on what is required.

That all said, I believe the best thing for you to do would be to
contact Ace Rent-a-Car at the Dublin airport. They will be able to
coordinate renting a vehicle with their office in Islip. They will
take care of everything and get you a car for about $800 for your
first month. This will give you time to shop for a car to lease,
which will cost less than a montly rental.
Proofs of Identity and Date of Birth Required to Apply for a Driver
License, a Learner Permit or a Non-driver Photo ID Card
"Note 1: If you are not eligible for a Social Security Card, you must
provide a letter or form SSA-L676 from the US Social Security
Administration (SSA) that states that you are not eligible. The SSA
letter or form must have been issued no more than 30 days before the
date of your application. You must also show the Immigration and
Naturalization Service (INS) documents that the SSA used to determine
that you are not eligible for a Social Security Card.
How to use this list: Find the description of your transaction in the
left-hand column. Find your answer to the question in the second
column. Read across the row to determine the proofs that you need.
Then see the list of proofs and their point values."

Mini-Lease Rate
"To get this rate, you must rent a car for a minimum of 32 consecutive
days or a maximum of 330 days. Mini-Lease rentals usually offer
substantial discounts over our monthly rates."

I hope this gets you off to a good start, I know it is a rather
complicated subject. The best thing to do is to call several agencies
in Dublin, they will be able to help you. If you have any questions,
please post a clarification request and wait for me to respond before
closing/rating my answer.
Thank you,
