I have not read anything on the website of the Offshore International
Funding Corporation (Offshore IFC) that would preclude them providing
"strategic financing for complex projects to pay for all of the project
costs without personal guarantees and without any cost to the borrower"
for commercial investment.
Keep in mind that just because something is not expressly precluded, it
does not mean that those conditions can be met by that organization.

The question you post there is one that could take a researcher possibly
tens of hours (that is, 10, 20 or even more) to do properly.
