I am resident of Tbilisi, Georgia. How can I use paypal with local
bank's credit card?

You cannot use PayPal in Georgia, because it doesn't serve this country:

Not even just the buyers account? What about if I get registered with
some adress in the country paypal is serving and include the credit of
the georgian bank is that possible?

"credit of the Georgian Bank" - should be "credti card of the Georgian Bank"

Dear Gioinnj, 

I am afraid that the problem is the opposite: you might not have a
problem with your place of residence, but with Georgian banks. In any
case, this is not possible.
